Benoît Juster is an urban planning engineer specialized in the development and management of agri-food infrastructure, with recognized expertise in wholesale markets. With hands-on experience across more than twenty food platforms in France and internationally, he has a deep understanding of the operational, modernization, and optimization challenges facing these strategic facilities. His approach integrates economic, logistical, environmental, and governance dimensions. He has notably led the structuring and oversight of public service delegation (DSP) contracts, balancing the expectations of both public and private stakeholders.
In parallel, his career has involved significant contributions to urban development and mobility projects, acting either as project owner or consultant. He is known for his ability to manage complex projects, facilitate multi-stakeholder dialogue, and bridge technical, legal, and political perspectives in support of sustainable and resilient territorial strategies.

Benoît Juster has led and contributed to the development of over twenty wholesale market and agri-food infrastructure projects across four continents. From Rungis to Casablanca, Almaty, Cotonou, and Manila, he has supported governments, local authorities, and private operators in designing and implementing strategic food logistics platforms. His work has involved market analysis, business planning, legal and institutional reforms, and complex public-private partnerships. He is recognized for his ability to translate food security and supply chain challenges into actionable infrastructure solutions tailored to local contexts.

Leads a consultancy firm specialized in the structuring and implementation of complex territorial projects, particularly in the agri-food and infrastructure sectors. Advises public and private stakeholders on strategic planning, governance, and legal-financial structuring of wholesale markets, logistics hubs, and food-related public-private partnerships across Europe, Africa, and Asia.
Executive Director – Marché International de Rungis (SEMMARIS) (2017–2023)
Directed the development and operational management of the largest wholesale food market in Europe. Oversaw major investment programs (€3 billion), managed construction and logistics projects (250 ha, 1.2 million m²), launched Rungis Académie, and led the planning and governance of Agoralim, a second major food hub for the Paris region.
Managing Director – Egis Conseil (Egis Group) (2010–2016)
Oversaw a multidisciplinary consultancy firm (120 staff) dedicated to urban planning, infrastructure, and public policy. Led expansion into new international markets and sectors, including innovation, mobility, and territorial strategy.
Deputy Managing Director – Egis Mobilité (2004–2009)
In charge of operational management and business development in Central and Eastern Europe. Coordinated urban mobility and transport infrastructure projects across multiple cities.

Held senior roles in engineering and planning firms, managing urban and transport development projects in Europe, North Africa, the Middle East, and Asia. Early career included field assignments in Egypt (Greater Cairo Master Plan, Cairo Metro) and France (Toulouse Metro, urban transport systems).
